Online censorship is rampant in some countries (check out our internet censorship map). China is one of the worst culprits, blocking most content from its citizens with its Great Firewall and replacing popular social media apps with its own ones that the government can monitor.
In Argentina, however, users can access a wide variety of content, and social media is freely available. There are no automatic filters in place, but ISPs are required by law to provide software that allows users to block specific sites, if they want to.

In August 2019, a Buenos Aires judge ordered the suspension of delivery apps after a courier was run over while delivering pizza. When the courier texted about the accident, the company, Glovo, was more concerned about what condition the pizza was in. A journalist tweeted the conversation from the courier’s phone, which went viral.
The judge suspended the apps after finding that many failed to comply with transport and labor laws. The ban applies to any courier service that doesn’t comply with the laws, and includes major delivery apps Glovo, Rappi and PedidosYa. Draft amendments to the Code of Criminal Procedure in 2016 may broaden the government’s surveillance powers, too. It introduced the idea of investigation methods, such as remote surveillance of computer equipment and surveillance through image capturing, localization and monitoring. However, they are to be used only when transnational crimes occur.
On top of that, users must register with their ID when purchasing a mobile phone or prepaid SIM card. Information on mobile communications users must be stored byt the mobile services and be readily available for judiciary members or public prosecutors.
In July 2016, the government authorized the transfer of Argentinian citizens’ personal information — contained in social security databases — to the public communication secretary. That included information such as name, ID number and contact information. There were questions as to how the data would be used.
Freedom of Speech in Argentina
The Argentine constitution guarantees freedom of speech, and citizens can generally discuss sensitive topics. Libel and slander were decriminalized in 2009, but bills that could punish certain online speech are pending approval.
A bill against discriminatory acts was approved in 2016, and although it doesn’t refer to the internet, it could still be used against online acts. Other bills would criminalize cyberbullying and digital identity theft. There have also been instances of people being prosecuted for threatening public officials on social media.
